I'm just thinking in old-fashioned real-life times, *Shrugs.* Back in those days royalty would've had to date - or 'Court' - other royalty and relationships with servants would've been forbidden.

If Justin accepted the fact that he was royalty and would get over his daddy issues, h'd probably have a chance as one of Elsa's suitors, in fact, politically he'd be a great suitor, because an alliance between Arendelle and Heaven would make Arendelle a much more powerful country ((Oh gosh, you can really tell I've been reading too many 'Elsa finding love' fanfics! XD)) but since Justin refuses to be considered royalty, he can't be considered a suitor.

Besides, Justin's too damn dedicated to his job to really dare, so he'd just admire from afar XD

Nah, Justin was brought up as a commoner and wouldn't feel comfortable if he considered himself royalty. Technically, no matter what he believes, he's a Prince, but until he accepts that fact, he'd be a poor choice of suitor, I believe... Gah! Stop it!
